Property Transactions Slow Down in Greece

Parental transfers and donations remain particularly popular, contributing positively to public revenues.

Property transactions have declined compared to previous years, a trend that is reflected in state revenue. In contrast, parental property transfers to offspring continue to rise, driven by the high tax-free allowance of €800,000, which parents, grandparents, and great-grandparents are taking advantage of to transfer real estate to their children or grandchildren.

According to the latest data from the Independent Authority for Public Revenue (AADE) for the period January–July 2025, revenues from property transfer taxes amounted to €367.43 million, compared to €385.23 million during the same period in 2024—a decline of 4.62%.
During the first four months of the year, tax collections from property sales had dropped by 17.5% year-on-year. However, the real estate market improved during May–July 2025, with property sales accelerating and revenues rising 12% compared to the same quarter in 2024.

Parental transfers and donations remain particularly popular, contributing positively to public revenues. In the first seven months of 2025, income from inheritances, parental transfers, and donations reached €152.02 million, up from €136.97 million the previous year—an 11% increase.

From the beginning of the year through the end of July, over 120,000 property transfer tax declarations (for sales), 60,000 declarations for parental transfers, 38,000 for donations, and more than 70,000 online inheritance tax declarations were submitted via AADE’s myProperty platform.

In the first eight months of 2025, based on contracts uploaded to the Real Estate Transfer Values Register, more than 24,800 properties changed hands, with a total transaction value of €2.62 billion.

The Municipality of Athens ranks first in property transactions, with 1,986 sales totaling over €225 million, according to registry data.
The most expensive property deals were recorded in Glyfada, Vouliagmeni, Voula, Kifisia, Palaio Psychiko, and Filothei.
