The European Commission has responded regarding the funding and implementation terms for the redevelopment of the Prosfygika housing complex on Alexandras Avenue, following a question submitted and backed by 33 members of the European Parliament. The Commission, through Executive Vice President Raffaele Fitto, confirmed that the restoration and energy-efficient renovation of the residential complex has been included in the “Attica 2021-2027” program and is being funded by the European Regional Development Fund.
According to the Commission’s response, the interim review of the “Attica 2021-2027” program was approved in February 2026. Under specific objective 4.7 of the European Regional Development Fund, action is being promoted to support the restoration and energy-efficient renovation of the residential complex on Alexandras Avenue, which is owned by the region, with the goal of allocating it primarily to vulnerable groups.
Before the Commission’s approval, the relevant amendment to the program had already been approved by the monitoring committee and its partners. The European Commissioner clarified that the enabling thematic condition 4.4 does not apply to this particular action, while cohesion policy operates under shared management, meaning member states bear responsibility for selecting and overseeing projects.
Throughout the planning and implementation of the support, as well as the selection of operations, horizontal principles must be respected, including the fundamental principles of the EU Charter of Fundamental Rights. Member states are required to have mechanisms in place to ensure compliance with the Charter.
The commissioner also noted that the Council’s proposed recommendation on combating housing exclusion emphasizes long-term, people-centered solutions and the prevention of exclusion and homelessness. He stressed the need to develop mitigation measures and cooperation to reduce the risks of eviction and homelessness, while the European Convention on Human Rights and the European Social Charter require legal protection for those at risk of eviction, including consultation with affected parties and ensuring access to decent alternative housing.
