Russia said Thursday it could strike British military targets, both inside and outside Ukraine, in response to Ukrainian attacks on Russian territory carried out with long-range British cruise missiles. The warning came from Russian Foreign Ministry spokeswoman Maria Zakharova at a Moscow briefing. While Moscow has issued similar warnings before, this one carried notably sharper language and urgency.
Zakharova said Britain was just “one step away” from becoming legally complicit, in Moscow’s view, in “terrorism” against Russian civilians, and warned of “inevitable catastrophic consequences” unless the UK changed course. Her reference to “terrorism” centered on Ukraine’s use of the jointly built Franco-British Storm Shadow/SCALP missiles to hit targets inside Russia, as well as areas of eastern Ukraine that Russia claims as its own.
“We have repeatedly warned that any British military installations and equipment in Ukraine and beyond its borders could be targeted in response to Ukrainian strikes on Russian territory carried out using British weapons,” Zakharova said. She called on British leadership to “carefully analyse the situation” and abandon what she described as a hostile, aggressive line that risks pushing the conflict to an entirely new level.
London had not responded as of publication. Britain has previously dismissed similar Russian warnings and maintained it will do what it considers necessary to help Ukraine defend itself.
A Reaction to UK Missile Tech Transfer
Western analysts said the unusually forceful tone reflects Russian anger over Britain’s announcement Monday that it would give Ukraine access to classified technology needed to produce Storm Shadow cruise missiles domestically, weapons capable of striking deep inside Russia. The Kremlin had already accused Britain of “adding fuel to the fire” following that announcement.
France Also Targeted
France, which has separately agreed to license technology for the missile, wasn’t spared either. Zakharova said both France and Britain were “playing with fire” by supplying sensitive missile technology to Ukraine, calling the consequences unpredictable. She also singled out British Prime Minister Andy Burnham, suggesting he believed he had a mandate to escalate and had chosen the most dangerous available path on Ukraine.
The warning followed Russian accusations a day earlier that Ukraine used British Storm Shadow missiles to strike a shopping center in Russian-controlled Donetsk, wounding civilians including children. Ukraine had not commented, and Reuters could not independently verify the claims.
Both Russia and Ukraine deny deliberately targeting civilians, though thousands have died on both sides since the 2022 invasion. UN data shows Ukrainian civilian deaths have far outnumbered Russian ones, but Kyiv has stepped up strikes inside Russia this year. The Conflict Intelligence Team, an independent group tracking the war, estimates 327 civilians were killed inside Russia in the first seven months of the year, the highest rate recorded since the war began.
