Ukrainian President Volodymyr Zelenskiy has requested a meeting with former U.S. President Donald Trump to resolve key territorial issues in a prospective peace deal with Russia, following recent U.S.-Ukraine talks in Miami.

Zelenskiy’s office said the two nations’ delegations have made progress on a 20-point framework aimed at ending the war, but sensitive matters—particularly control over territory—require discussion at the leaders’ level.

“This is a foundational document on ending the war, involving America, Europe, and Russia,” Zelenskiy said. “We are ready for a meeting to address sensitive issues. Matters such as territorial questions must be discussed at the leaders’ level.”

Progress on Peace Framework

The latest 20-point draft reflects significant evolution from an earlier 28-point plan, Zelenskiy noted. Under the proposals, Ukraine would retain its army at current strength, and security guarantees coordinated with the United States and European allies would be established to prevent future aggression by Russia.

Officials also worked on post-war reconstruction and investment plans, providing a roadmap for Ukraine’s recovery once hostilities cease.

Territorial Disputes Remain

Despite progress, Kyiv and Washington have yet to agree on territorial matters. Ukraine proposes halting fighting at current battle lines, while Moscow seeks control of more territory, including parts of the eastern Donetsk region.

Compromise options under discussion include establishing a demilitarized zone or a free economic zone in contested areas. The future of the Zaporizhzhia nuclear power plant—under Russian control near the front line—also remains unresolved, with Ukraine proposing a small economic zone to ensure safety and oversight.

Zelenskiy emphasized that agreement hinges on retaining current positions in key regions. “If we do not agree to remain where we are, there are two options: either the war continues, or something will have to be decided regarding all potential economic zones,” he said.

The next steps depend on Moscow’s response to the 20-point proposal, with Zelenskiy indicating that leaders-level engagement with the U.S. will be crucial to finalizing a durable peace framework.
