Greek Prime Minister Kyriakos Mitsotakis on Wednesday promoted what he called his government’s push to integrate artificial intelligence into the country’s public services and digital governance, speaking during the signing of a MoU between Greece and AI voice technology company ElevenLabs.
The agreement follows months of government efforts to position Greece as a regional hub for digital innovation and artificial intelligence, with Mitsotakis repeatedly presenting AI as a strategic tool for modernizing the state, improving public administration and boosting competitiveness in tourism, health care and civil protection.
Mitsotakis met with ElevenLabs Chief Executive Mati Staniszewski at his at the Maximos Mansion office in Athens before attending the signing ceremony. Discussions focused on integrating the company’s voice AI technology into the Gov.gr digital services platform, tourism applications and initiatives aimed at preserving regional Greek dialects and linguistic heritage.
Under the planned cooperation, widely used services on Gov.gr are expected to gain voice-enabled functions designed to improve accessibility and simplify citizen interaction with digital state services. In a later phase, authorities will examine the introduction of voice interfaces allowing users to submit spoken commands and questions.
The technology is also expected to be incorporated onto the VisitGreece tourism platform and museum or archaeological site guides, while helping promote lesser-known destinations.
A pilot digital archive of regional dialects and local voices will also be developed in cooperation with the Athena Research Center and the Institute for Language and Speech Processing. The project aims to record natural speech from speakers of distinct Greek dialects to create digital voice models preserving linguistic diversity.
The two sides also discussed potential applications for voice AI in civil protection systems, including possible support functions linked to Greece’s emergency warning service “112.”
Over the past six months, the government has accelerated initiatives tied to digital governance and AI integration, including expanded electronic public services, data-driven state management tools and new partnerships with technology companies and research institutions.
Mitsotakis has increasingly argued that Greece must move quickly to adapt to emerging AI technologies while balancing innovation, cybersecurity and regulatory oversight within the broader European framework.
