SAFE: Commission Announces Provisional Outlay of 150bln€; 787mln for Greece

Participating member-states will be able to draw up national investment plans to describe how they intend to use the potential financial assistance; submission deadline by end of November 2025

The EU Commission this week approved the provisional funding, some 150 billion euros, through the SAFE initiative to strengthen defense readiness across the Union, with Greece set to receive 787 million euros.

The SAFE program, short for Security Action for Europe, is the EU’s financial instrument for boosting the Union’s defense capabilities and helping member-states address critical gaps, as well as to purchase defense products jointly.

Following its approval by the Council in May 2025, the SAFE program has attracted strong interest, with 19 Member States expressing an intent to participate and request support beyond the available budget.

The 150-billion-euro SAFE program will provide long-term, low-cost loans to help member states procure urgently needed defense equipment.
