Greece is set to introduce a centralized vehicle registry, a digital platform designed to consolidate all information about cars across the country and enhance oversight of vehicle compliance.

The project, led by the General Secretariat for Information Systems and Digital Governance, will create a unified database connecting records from multiple agencies, including the Transport Ministry, the Independent Authority for Public Revenue (AADE), insurance companies, and vehicle inspection centers (KTEO).

Real-time checks and data integration

Through this new system, authorities will be able to identify in real time which vehicles are uninsured, lacking inspection, or in illegal circulation, as well as owners who have unpaid road taxes or false de-registrations.

The unified platform will automatically cross-check records and detect violations, replacing manual inspections with automated, real-time audits.

Scale of violations uncovered

According to current figures, Greek authorities have already identified 700,000 vehicles without a valid technical inspection, 243,904 uninsured, and 113,382 with unpaid circulation fees.

Since June 1, 2025, all vehicles — even those declared inactive with license plates surrendered — must carry insurance that includes coverage for natural disasters such as floods or fires.

By the end of October, all registered violators will receive an electronic warning notice with a deadline for compliance. Failure to act will trigger a second notice accompanied by fines and surcharges.

Penalties for non-compliance

Fines will vary by violation and vehicle type:

  • €250 for uninsured motorcycles
  • €500 for uninsured cars
  • €1,000 for uninsured buses or commercial trucks
  • €400 for failure to complete mandatory vehicle inspection (KTEO)
  • A fine equal to one year’s unpaid circulation fees for tax delays exceeding 12 months

Three months after a fine is issued, a second electronic audit will confirm whether the owner has complied. Continued violations will result in the revocation of the vehicle’s registration and license plates.
