Ukrainian President Volodymyr Zelenskiy has signed a deal with France to obtain 100 Rafale fighter jets, aiming to significantly strengthen Ukraine’s combat aviation and air defence amid ongoing Russian attacks.

Zelenskiy, visiting Paris for talks with French President Emmanuel Macron, confirmed the order in an interview with TF1/LCI, while the Elysee Palace verified the number of aircraft, though it remains unclear how many would come from existing French stocks versus long-term purchases.

Television footage showed the two leaders signing a letter of intent in front of a Rafale jet at Villacoublay military airport, with French and Ukrainian flags in the background. Zelenskiy described the agreement as “historic,” promising a major enhancement to Ukraine’s aviation, air defence, and other military capabilities.

The deal is part of a broader 10-year strategic aviation plan, which could see Ukraine’s fleet grow to 250 warplanes, including U.S. F-16s and Swedish Gripens. Operating the advanced jets will require extensive training for pilots, highlighting the long-term nature of the program.

As reported in Reuters, discussions also covered additional SAMP/T air-defence systems, including Aster 30 missiles and next-generation anti-drone capabilities, though financing details for the new equipment have yet to be clarified.

Macron’s office emphasized that the goal is to “put French excellence in the arms industry at the service of Ukraine’s defence” and ensure Kyiv can respond effectively to Russian aggression.

The agreement comes amid rising tensions in Ukraine, with Moscow reporting ground advances in Zaporizhzhia and increasing drone and missile attacks targeting Ukrainian infrastructure.

In addition to aviation deals, Zelenskiy is set to attend a drone technology forum, bringing together Ukrainian and French companies to strengthen collaboration in unmanned systems. France, alongside Britain, continues to advocate for a coalition of about 30 countries to provide sustained military and economic support to Ukraine post-conflict.
