Iran and the United States have received a proposal to end hostilities through an immediate ceasefire followed by a comprehensive agreement, according to a source familiar with the discussions.

The plan, developed by Pakistan, was shared with both sides overnight and could come into effect as early as Monday if agreed.

Two-stage framework aims for rapid de-escalation

The proposal outlines a two-phase approach, beginning with an immediate ceasefire that would reopen the Strait of Hormuz, a key global oil shipping route.

A final agreement would then be negotiated within 15 to 20 days, with the overall framework reportedly referred to as the “Islamabad Accord.”

The initial phase is expected to be formalized through a memorandum of understanding, coordinated via Pakistan as the primary communication channel between the parties.

High-level diplomatic contacts underway

Pakistan’s army chief Asim Munir has been in continuous contact with senior officials, including U.S. Vice President JD Vance, envoy Steve Witkoff, and Iranian Foreign Minister Abbas Araqchi.

Previous reports have suggested that a temporary ceasefire lasting several weeks could serve as a stepping stone toward a permanent settlement.

Final deal to include nuclear and sanctions elements

According to the source as reported in Reuters, a comprehensive agreement would include commitments from Iran not to pursue nuclear weapons, in exchange for sanctions relief and the release of frozen assets.

Iran has previously indicated it is seeking guarantees against future attacks by the United States and Israel as part of any lasting settlement.

No formal response yet from Tehran

Despite intensified diplomatic efforts involving multiple regional actors, including Turkey and Egypt, Iran has not yet formally responded to the proposal, sources said.

Pakistani and other international officials have declined to comment publicly on the ongoing discussions.

The talks come amid escalating hostilities that have raised fears of disruption to shipping through the Strait of Hormuz, a critical route for global oil supplies.

U.S. President Donald Trump has urged a swift resolution to the conflict, warning of consequences if a ceasefire is not reached quickly.

Separately, Iranian state media reported on Monday the death of Majid Khademi, the head of the Revolutionary Guards’ intelligence organization, without providing further details.
