The Greek Ministry of Digital Governance has opened a public electronic consultation on its draft bill implementing the European Union’s Artificial Intelligence Regulation (AI Act), the world’s first comprehensive legislation governing AI technology.

The bill, formally titled “Measures for the Implementation of EU Regulation 2024/1689 of the European Parliament and of the Council of June 13, 2024 (AI Regulation) and Amendments to Law 4961/2022,” was put out for public comment on Sunday, June 21. The consultation runs until Monday, July 6, 2026, at 9:00 a.m., and interested parties can review the full text and submit input through the OpenGov platform.

The primary goal of the legislation is to incorporate the EU AI Act into the Greek legal framework, while simultaneously creating conditions that foster innovation, protect citizens’ fundamental rights, and strengthen the competitiveness of the Greek economy.

The bill establishes a comprehensive national governance system for artificial intelligence, covering the following pillars:

  • The Hellenic Data Protection Authority is designated as the central market supervisory authority and national point of contact for the implementation of the AI Act in Greece.
  • The National Telecommunications and Post Commission (EETT) takes on the role of the notifying authority.
  • A new AI Coordination and Expertise Center will be created to support the effective application of the new regulatory framework.
  • An AI Regulatory Sandbox will also be established, giving startups and small to medium-sized enterprises the ability to develop and test innovative applications under real-world conditions with state support.
  • A complaint submission and management mechanism will be introduced, along with a system of administrative sanctions to ensure compliance.
  • A unified registry of AI systems used by public sector entities will be created. Finally, the role of the AI Observatory is strengthened, tasked with monitoring the implementation of the National Strategy for Artificial Intelligence.
