The International Olympic Committee (IOC) announced what it described as a temporary lifting of the suspension imposed on the Russian Olympic Committee, on Tuesday, 7 July, following a decision by its Executive Board.
The move marks the first formal easing of sanctions introduced in 2023, when the IOC suspended Russia in response to the country’s actions, forcing Russian athletes to compete only as neutrals and under strict eligibility criteria at the Paris 2024 Olympic Games and the Milano Cortina 2026 Winter Olympics.
Although the IOC stressed that the measure is provisional, the decision significantly reshapes the outlook for Russia’s return to the Olympic movement. Most notably, it paves the way for the Russian Olympic Committee to pursue participation in the Los Angeles 2028 Olympic Games, subject to future determinations on the conditions of reinstatement.
Key questions, however, remain unresolved. The IOC has yet to decide whether Russian athletes will be permitted to compete under the national flag, wear their country’s official colours, or have the Russian national anthem played during medal ceremonies. Those issues are expected to be addressed in subsequent deliberations as the governing body evaluates the broader framework for Russia’s reintegration into international sport.
Reacting to the announcement, Russian Sports Minister Mikhail Degtyarev welcomed the decision, describing it as a major step toward restoring Russia’s place within the Olympic movement. “The return of our country to the Olympic family gives international federations the green light to reinstate all of our athletes,” he said.
