A cabinet meeting is scheduled to convene under the Greek Prime Minister Kyriakos Mitsotakis at the Maximos Mansion at 11 am on Monday, April 28. The meeting will address major railway reform measures, among other issues.
A central item on the agenda is the presentation of a draft bill on the safety and modernization of the Greek railway network, to be delivered by Alternate Minister of Infrastructure Konstantinos Kyranakis. The bill’s final provisions incorporate recommendations from the European Union Agency for Railways (ERA), the National Authority for the Investigation of Railway Accidents and Incidents (EODASAM), and the Regulatory Authority for Railways (RAS).
The proposed legislation introduces substantial reforms to the operational model of the Hellenic Railways Organization (OSE). Key measures include the deployment of a precise geolocation system for real-time train tracking, the establishment of robust safety protocols for railway operations, and the implementation of a rigorous personnel evaluation framework.
The new entity, to be named “New Railways of Greece,” will result from the merger of OSE, GAIAOSE, and ERGOSE. It will operate under private-sector economic principles, following the model of the Public Power Corporation (PPC).
A significant focus will also be placed on staff evaluation procedures, with the possibility of dismissal depending on the severity of any infractions. Violations will be categorized by risk level—high, medium, or low. Under the proposed system, a first infraction would lead to suspension and mandatory retraining, a second would result in restricted responsibilities and increased oversight, and a third could lead to dismissal.
In addition to railway reform measures, today’s Cabinet session will cover a range of legislative initiatives. These include the presentation of the revised National Customs Code, the reform of fiscal management frameworks aligned with the transposition of Directive (EU) 2024/1265, and the modernization of the Code of Civil Procedure.
The Cabinet will also review the legislative transposition of Directive (EU) 2022/2557 concerning the resilience of critical entities, as well as a comprehensive draft bill from the Ministry for Climate Crisis and Civil Protection.
