The U.S. House of Representatives passed legislation to provide new support to Ukraine and impose further sanctions on Russia, in a vote that exposed fresh cracks within President Donald Trump’s Republican Party over Washington’s approach to the war and Ukraine aid, Reuters reported.
The House voted 226 to 195 in favor of the Ukraine Support Act, after a small group of Republicans joined Democrats in using a discharge petition — a rarely successful procedural tool — to force the measure onto the floor after months of delay.
According to Reuters, 18 Republicans and one independent who typically votes with them joined Democrats to pass the bill, marking another sign that some members of Trump’s party are willing to break with party leadership on major foreign policy questions.
The vote came one day after a separate group of House Republicans joined Democrats to pass a resolution that would require the withdrawal of U.S. troops from hostilities with Iran unless Congress formally declares war or authorizes the use of military force.
What the Bill Includes
The Ukraine Support Act would authorize more than $1 billion in assistance for Kyiv and up to $8 billion in support through direct loans. It also includes measures aimed at helping Ukraine rebuild after the war.
The bill would impose tough sanctions and export controls on Russia, including measures targeting financial institutions, oil and mining, and Russian officials.
Supporters of the bill argue that it is intended to reaffirm U.S. backing for Ukraine at a time when American assistance has slowed and the war shows no sign of ending.
Uncertain Future in the Senate
Despite passing the House, the bill’s future remains uncertain.
To become law, it must also pass the Senate, where Republican leaders have so far declined to allow votes on Russia sanctions legislation that enjoys broad bipartisan support. Reuters reported that Senate Republican leaders have said they would wait for guidance from Trump.
Even if the measure were to pass the Senate, Trump would likely veto it.
The uncertainty reflects a broader shift in Washington. In the first years after Russia’s full-scale invasion of Ukraine in February 2022, support for Kyiv was strong across much of both parties. Since Trump returned to the White House in January 2025, however, some of his closest Republican allies — including members of House and Senate leadership — have taken a cooler stance toward Ukraine.
Trump has also kept sanctions decisions largely within the White House, rather than leaving the initiative to Congress.
Kyiv Welcomes the Vote
Ukraine welcomed the House decision. Olha Stefanishyna, Ukraine’s ambassador to the United States, called the vote “an important step forward” and said it reflected continued bipartisan support for Ukraine, according to Reuters.
The vote comes as Russia and Ukraine continue to exchange missile, drone and artillery attacks, while peace efforts have yet to prove successful.
Europe Moves Ahead
The U.S. debate is unfolding as Europe moves to deepen its own support for Ukraine.
European Union member states have agreed to take the first formal step in Ukraine’s accession talks, beginning with rule-of-law and democratic standards. The move is symbolically important for Kyiv, which has long framed its war effort as part of a wider struggle to secure its place in Europe.
The EU has also finalized a €90 billion loan package intended to support Ukraine’s defense and economy in 2026 and 2027.
Together, the developments show a widening contrast between the European Union’s push to anchor Ukraine more firmly within the European project and the growing divisions in Washington over how far the United States should go in supporting Kyiv.
For Ukraine, the House vote offers a political boost. But unless the Senate acts — and unless Trump changes course — the legislation may remain more a signal of congressional resistance than a guaranteed source of new support.
