Artificial intelligence is moving from the pilot stage to regulated use in Greek public schools, as the country introduces its first comprehensive framework governing the use of AI tools in the classroom.
The shift follows the launch in September 2025 of a partnership between the Greek government and OpenAI, through which Greece became one of the first countries to pilot ChatGPT Edu, OpenAI’s version of ChatGPT that is designed for educational institutions.
The “AI in Schools” pilot was launched in 20 high schools — 14 model and pilot schools and six public Onassis high schools. The initial phase focused on teacher training, followed by access to ChatGPT Edu for students during the 2025-26 school year.
The experience is now being followed by a regulatory framework intended to establish clear rules for the use of generative AI in schools, with particular emphasis on data protection, transparency and the continued central role of teachers in the learning process.
Under the new framework, the use of AI tools remains optional for both pupils and teachers. It must take place under teacher supervision and is intended to support learning rather than replace students’ own effort, critical thinking or the teacher’s role.
Each school will appoint an AI use coordinator, a teacher responsible for serving as a point of reference on the appropriate use of AI tools, safety and data protection.
The framework also establishes boundaries for assessment. AI tools may not be used during written examinations, tests or quizzes unless the teacher has explicitly provided for controlled use. Student assignments, meanwhile, may not be produced entirely or to a substantial degree by AI applications.
Teachers are expected to guide students toward creative, responsible and critical use of AI, with the technology functioning as a support for learning rather than a substitute for independent work.
Schools will also be required to organize at least one awareness-raising activity for students and parents during each academic year. Teacher training is also envisaged, tailored to individual subject areas.

From pilot project to policy
The move represents a significant change from the government’s original approach in September 2025, when AI was introduced through a controlled pilot rather than as a system-wide classroom tool.
The agreement, signed in Thessaloniki on Sept. 5, 2025, brought together the Greek government, OpenAI and the Onassis Foundation, which finances the education programme. The initiative also involves the education organization The Tipping Point in Education.
The original pilot was designed not simply to give students access to ChatGPT, but to develop AI literacy among teachers and students. Teachers were to use the technology for lesson planning, assessment materials and administrative tasks, while students could use it for personalized learning, developing ideas, foreign-language learning and research projects.
The government’s decision to move toward formal rules reflects a broader challenge confronting education systems as generative AI becomes increasingly accessible to students: distinguishing between using AI as a learning aid and outsourcing the intellectual work that an assignment or examination is intended to measure.
The Greek framework therefore places particular weight on supervision, transparency and the preservation of independent student work.
